BIOGRAPHY
Mr. Hector Lumbo Oquendo is a decent man who is doing the best he can in difficult circumstances. He was born in Buruanga, Aklan, on August 14, 1958 to Mr. Felizardo Iguiron Oquendo, Sr. and Mrs. Marenciana Sualog Lumbo Oquendo. He is the sixth child of the seven siblings. He completed his elementary grades at Buruanga Elementary School, and at Buruanga Vocational School for his high school. From kindergarten to high school, he consistently received honors. He graduated from Northwestern Visayan Colleges with a Bachelor of Science in Agriculture, majoring in Agronomy, with honors. He likewise completed his other education-related coursework in the said institution. He graduated from Northwestern Visayan Colleges with an MA in Education with a concentration in Educational Management, Cum Laude. Additionally, he holds 45 Ph. D. units from Aklan State University's Banga Campus in Banga, Aklan.
Mr. Oquendo is married to Benita F. Oquendo, who has retired as a Master Teacher II of Buruanga Elementary School. Ellyn Joy Oquendo-Taňega, their daughter is a West Visayas State University elementary education graduate from La Paz, Iloilo City. She currently is a Grade III Teacher at Buruanga Elementary School.
After beginning his professional career as a classroom teacher, Mr. Oquendo advanced through the ranks to become a head teacher, principal, and finally the public schools district supervisor for the District of Buruanga. For outstanding leadership and accomplishment in the field of education, he has received numerous plaques and certificates of recognition.

SIGNIFICANCE
Historical
First ever-Buruanganon to become a Public Schools District Supervisor in the District of Buruanga from November 26, 2008 – January 6, 2009. As Public Schools District Supervisor, he has offered professional guidance and support to the district's teachers and school administrators, as well as technical help with school administration and curriculum implementation. He oversaw assessing students' learning outcomes as well as monitoring and evaluating school performance.
Aesthetic
As an Artist and Designer. With his artistic and design skills, he assisted in creating backdrops for school events and celebrations like weddings and town fiestas as well as serving as chair for stage decorations. He participates in the planning of the Christmas Belen at the Buruanga Parish as a member of its working committee.
Social
As a classroom Teacher from 1983-1996. His primary areas of interest and expertise are agricultural productivity and technology. His multidisciplinary skills include sports, scouting, recycling, and practical arts. He excels at structuring, utilizing, and designing classrooms as well as schoolyard gardening and plant growth. He has worked as a trainer, coach, and moderator for school and community sports events.
As District Boy Scout Coordinator from 1983-1996, Mr. Oquendo trained scouts to participate in local, provincial, regional and national jamborees.
As a President, Buruanga Teachers League from 1987 – 1996, he assisted in the creation of the organization's Constitution and By-Laws and developed the school's Action Plans, Calendar of Activities, and First Initiatives with input from parents, teachers, and stakeholders.
As Principal of Habana Elementary School, District of Buruanga from 2004-2007, he was responsible for the conversion of the school into Habana Integrated School.
Spiritual
Hector L. Oquendo is a partner for Christ (CFC) member. He previously held the positions of Unit Head and Household Head for the CFC Buruanga Chapter. His outreach to the congregation's members and the parish includes evangelization, household prayer and gospel discussions, the Christian Life Program, and support for spiritual/Christian values renewal. Additionally, he held the positions of President of the Lay Eucharistic Ministry and Lay Minister for the Saint Anthony Parish.
