II. BIOGRAPHY

Dr. Arturo Inosanto Zonio was born in August 15, 1944 at Guadalupe, Libacao, Aklan. He was the youngest of the six children of the former mayor of Libacao, Honorable Enrico Zolina Zonio and former primary school teacher Florinda Inosanto Zonio (both deceased). He was married to Lina Briones Malilay Zonio (deceased) and were blessed with five children (only three were living).
Dr Zonio completed his elementary education at Libacao Elementary School, Libacao, Aklan in 1955. His secondary education was completed in 1960 at Aklan Academy, Kalibo, Aklan. Dr. Zonio went to Capiz School for Arts and Trades in Roxas City to earn his certificate in technical education in 1962, and proceeded to Manila to earn his degree in Bachelor of Science in Industrial Education at Philippine College of Arts and Trades in 1963. He continued to pursue higher education by earning a Master’s Degree in Education, majoring in Youth volunteer Management at Baguio Vacation Normal School during the summer period of 1979 – 1981. His Doctor of Education degree, major in Industrial Education Management was obtained in 1988 at Eulogio “Amang” Rodriguez Institute of Science and Technology, Manila, with his dissertation writing entitled “Student Teaching Program of Eulogio “Amang” Rodriguez Institute of Science and Technology: Performance Audit and Evaluation”.
Dr. Zonio started his teaching career as Classroom Teacher at the District of Libacao from July 1, 1966 – May 31, 1976. He then transferred to Roxas Memorial School of Arts and Trades (RMSAT) in Kalibo, as Secondary School Head Teacher from June 1, 1976 – June 30, 1981. From Kalibo, he continued his teaching stint at Manila when he transferred to Eulogio “Amang” Rodriguez Institute of Science and technology (EARIST) as a Junior College Instructor from July 1, 1981 – June 30, 1982; Teacher III from July 1, 1982 – September 30, 1982; Assistant Professor from October 1, 1982 – June 30, 1983; Associate Professor / Supervisor for Student Teacher from July 1, 1983 – June 15, 1986; College Department Head (College of Education) from June 16, 1986 – June 9, 1991; Associate Professor IV from June 10, 1991 – Sept 30, 1993; and Professor I from October 1, 1993 – August 15, 1996.

Feeling the need to serve his fellow Aklanons, especially to the institution where his teaching prowess was honed, he decided to come home to Aklan. He was then appointed and sworned in as Vocational School Superintendent I of Roxas Memorial College of Arts and Trades (RMCAT), Kalibo, Aklan, by no less than the President of the Republic of the Philippines, Fidel V. Ramos, with Chairman Angel C. Alcala of the Commission on Higher Education. During his term as Vocational School Superintendent I of RMCAT (August 16, 1996 – December 31, 1999), one of his accomplishments was the conversion of RMCAT from college to becoming a State University. He served as Vocational School Superintendent I / Campus Dean, of Aklan State University – Kalibo Campus from January 1, 2000 until his retirement on August 31, 2003.

III. SIGNIFICANCE

Social:

Dr. Zonio was appointed and sworned in as Vocational School Superintendent I of Roxas Memorial College of Arts and Trades (RMCAT), Kalibo, Aklan, by no less than the President of the Republic of the Philippines, Fidel V. Ramos, with Chairman Angel C. Alcala of the Commission on Higher Education. During his term as Vocational School Superintendent I of RMCAT (August 16, 1996 – December 31, 1999), one of his accomplishments was the conversion of RMCAT from college to becoming a State University. He served as Vocational School Superintendent I / Campus Dean, of Aklan State University – Kalibo Campus from January 1, 2000 until his retirement on August 31, 2003. Historical: Through his leadership and vision, the Aklan National High School for Arts and Trades was established for Kalibonhon Students from its foundation in 2005. The school remains as the only Secondary Technical-Vocational School in Kalibo. With zeal, passion and sheer commitment to make basic education accessbile to all , Dr. Arturo I. Zonio, School Superintendent of the then RMCAT along with the parents made reperesentations in imploring the possibility of opening an extension class to cater the would be displaced learners of its laboratory high school.

With Dr. Zonio’s initiative and driven spirit to realize his dream, an Extension Class was actualized and was turned over to DECS and eventually got affilitated with the Nalook National High School, Kalibo, Aklan , being the nearest public school in the area.

Years passed by and the dreams of the parents as well as the entire community to become and independent school with a disctinct identity was realized. This, among other things came to being in the school year 2005-2006.

Pursuant to Rule III, Section 3.2 of RA No. 9155, otherwise known as the Governance of Basic Education Act of 2001, the Regional Director granted Government Recognition No.009, s. 2005 for Aklan National High School for granted full separation from the mother school, Nalook National High School, Main effective 23, 2005.
