NARRATIVE DESCRIPTION

Madalag Elementary School is located in Poblacion, Madalag, Aklan, the center of the 25 barangays of the Municipality of Madalag. The school has a plain topography and a land area of 20, 137 sq.m. It is bounded on the east side by the Aklan River, while the southwest is the Tumaewag Hill, traditionally believed to be the abode of Chief Aewag of Madalag. The most remembered Ati of the Aetas, were the first settlers, long before the coming of the Bornean settlers. The school serves learners from the adjoining barangays of Guinatu-an, Logohon, Singay, Cabangahan, Alas-as, and Tigbawan.

Madalag Elementary School already existed during pre-war or even beyond. Accounts revealed that the school’s first graduation was in 1939. However, with the outbreak of World War II, the school instruction stopped. After the war, pupils underwent informal classes, and graduation was held starting in 1945.

The past and present School Heads of Madalag Elementary School were Mrs. Catherine T. Magcope (August 2010 to present), Rudy R. Magcope (2004-2010), Betty N. Ningal 1992-2002), Lorna I. Inosanto (1982-1991), Peregrino T. Torres (TIC-1972-1974; Principal 1974-1981), Felizardo G. Ropa (1971-1972), Reynaldo O. Sucgang (1966-1970), Juan M. Yeban (1956), Henry M. Ruiz (1953), Dominggo N. Salazar (1951), and Luis Inac (1945).

DESCRIPTION OF SIGNIFICANT MILESTONES:

Madalag Elementary School placed 3rd in the Search for Most Beautiful School (Big School Category) in Aklan, an innovative program of Dr. Jesse M. Gomez, former Schools Division Superintendent of the Department of Education, Aklan.

The school was given the opportunity to work with Ms. Dawn Weber, US Peace Corps Volunteer, who conducted a seminar workshop on teaching Reading on September 6, 1996.

In addition, the Rotary Club of Pasay Southeast and the Rotary Club of MOJI Japan came on April 15, 2015, for the inauguration and turnover of the 2T library. Another milestone was achieved when Congresswoman Irene Sualog, Kalinga Partylist Representative, visited the school for the Turnover Ceremony of the Covered Court last March 28, 2022.

Recently, the 2022 Division Brigada Eskwela Kick Off was held on September 21, 2022, with the presence of the Department of Education (DepEd), Division of Aklan personnel, and Local Government Unit (LGU) officials.

The school hosted or became the venue of the Division Future Homemakers of the Philippines/Youth Formation Coordinators of the Philippines Conference (FHP/YFCP) in 1997; 29th Boy Scouts of the Philippines(BSP) Aklan Invitational Jamborette on November 29, 2012. It served as a temporary abode of schools in the District every time there were school activities like Cultural, Sports, Boy Scouts/Girl Scouts of the Philippines (BSP/GSP), speechfest, unit meet, district meet, district seminars, workshops, and Tinuom ni Aewag Festival.

Madalag Elementary School has produced and is continuously producing successful graduates to date. Some of its alumni became doctors, nurses, midwives, medical technologists, pharmacists, architects, agriculturists, engineers, attorneys, certified public accountants (CPA), marines, businessmen, policemen, and politicians but mostly are teachers.

STORIES AND NARRATIVES

Madalag Elementary School was once under the District of Libacao. Libacao is about six (6) km south of the present-day/Madalag Town. Being the “Mother Town” of the Municipality of Madalag, the school was once a part of the said district headed by one district supervisor who oversees/administers and supervises public instruction in the said towns. An alternate system for conducting district meetings was done during that time, and with this setup, harmonious working relationships and even personal affiliations were developed. In 1948, Madalag became an independent town, so an independent District of Madalag was established, making the school a part of it due to its geographical location.

In 1975, the Bureau of Public Schools directed that all school sites must be transferred and declared in the name of the respective school. By virtue of Res. # 42, s. 1975 of the Municipal Council, the school site was transferred and declared in the name of the Department of Education, Culture, and Sports, now the Department of Education.

Mythical stories, as experienced by some of the pupils in the school, were likely true. Sometime in October 2012, Tuesday morning in a Grade VI Marcos-type room, a pupil named Jobern Castro happened to come early to school that day with a few of his classmates around, entered the classroom, sat down on his chair, and wrote something on his paper. After a while, he looked up and was shocked to see a white long-haired lady (white lady) standing beside the comfort room. He fainted and collapsed and was brought to the hospital by his adviser. He woke up in a hospital bed with oxygen, still frightened of what he saw. The same incident was experienced by an athlete from another school, of the same classroom, but it happened during night time, for it was during the District Meet that coaches and athletes needed to sleep in school due to the duration of the game or contests. Another pupil also saw the same creature on a mango tree just beside the creek. These pupils were said to have a third eye, for they were only the ones who could see this creature.

SIGNIFICANCE

Historical – The first elementary school in town, some of the classrooms were built 53 years ago like Marcos’ buildings and at present continuously utilized for academic excellence.

Aesthetic – The old structures of the school buildings were repaired, not totally demolished. The old features or designs of the Marcos buildings and Bagong Lipunan are prominent. Added to that, the newly built covered court invites a welcoming atmosphere, for it is situated at the center along with the main gate.

Economic – The school produced successful graduates that are now working in private companies or government offices. They also became partners of the school in helping with the improvement projects and activities.

Social – The school also serves as the venue for educational gatherings like seminars, cultural and sports activities of the District even send-off or welcome parties.

Political – Local or national election-related activities are held in this institution, and some of its alumni become politicians, serving the government excellently.

Spiritual – Monthly masses were held in school before but they were stopped due to the pandemic. Some of its graduates became priests.

ASSESSMENT OF THE INSTITUTION

A. CONDITION/STATUS OF THE INSTITUTION

Madalag Elementary School has a very supportive Local Government Unit (LGU) of Madalag, NonGovernment Organizations (NGOs), and the Alumni Association in the implementation of the schools’ programs, projects, and activities to ensure that quality basic education is accessible to all its constituents.

Globe Philippines donated one (1) building with three (3) classrooms occupied by two (2) sections of the Grade Four level and one (1) section of the Grade Five level. The Marcos type and Bagong Lipunan buildings are where teachers of Kindergarten, Grades 3, 5, and 6 levels hold their classes. Another one (1) Globe building was donated as an evacuation center in times of calamities.

Three (3) comfort rooms outside the classrooms of primary and intermediate levels were built through the funding of the Department of Education (DepEd), tied up with the Department of Public Works and Highways (DPWH).

A conference hall with comfort rooms was donated by the LGU Madalag, and instructional materials, including one (1) laptop, one (1) TV, reams of bond paper, bottles of ink, other necessary materials, and help needed by the school were extensively provided.

Maintenance and Other Operating Expenses (MOOE) also is a big help in meeting all the school’s dire needs and monthly expenditures.

Madalag Elementary School Alumni Association (MESAA) has donated the school’s main gate with an arc and the unfinished structure- canopy.

Recently, our school was a recipient of a newly constructed covered court amounting to three (3) million pesos, which was donated by the Kalinga Party list and the Department of Public Works and Highways (DPWH) that served as a venue and a safe place for our pupils during sports activities or big gatherings.

B. CONSTRAINTS/ THREATS/ ISSUES/ CHALLENGES:

Flood has been a recurring problem of the school, especially when heavy rains pour, and the water from the drainage of the plaza overflows and reaches the campus. Recently, Typhoon Paeng's waters flooded the town, and the books of Grades IV, V, VI and other instructional materials were soaked. The classrooms are situated alongside a creek inside the campus, so mud and wastewater entered them and ruined everything.

Adverse effects of natural calamities such as floods, typhoons, and earthquakes would destroy the old buildings (Marcos type and Bagong Lipunan Buildings.) The school lacks the security to prevent thieves and saboteurs from penetrating, stealing, and wrecking the school's properties.

C. MEASURES AND DESCRIPTION OF SAFEGUARDING MEASURES TAKEN:

To address the problems encountered by the school, such as the natural calamities and the school's safety, the administration and faculty took action. The school's Disaster Risk Reduction Management (DRRM) coordinator strictly conducts and observes school-based earthquake drills for pupils and teachers every quarter.

In addition, the physical facilities coordinator spearheaded, documented, and reported the status of some dilapidated buildings and drainage systems for monitoring and appraisal to ensure the safety of the school community. Lastly, the school sought the help of the Local Government Unit (LGU) Madalag to augment its need for security guards to render their duties during daytime and nighttime to safeguard the school properties.
