Biography
Her contribution to nation-building as an educator by helping mold leaders and responsible citizens of the country for more than four decades is priceless. The dedication and hard work that she has given to the teaching profession is one for the books or an extraordinary feat.
She is Mrs. Roselyn I. Dugcal, a dedicated public-school teacher for 37 years and a retired Public Schools District Supervisor of the District of Malinao for 8 years.
She saw the light of day in the idyllic town of Malinao on August 2, 1946. She was born to Constantino Ibardolasa Inac, a World War II veteran who was also a Death March survivor and a retired public- school teacher. Her mother, Lourdes Ramos Igoy was also a retired public- school teacher. She was the eldest among six children, five girls, and a boy. She was married to Engr. Valeriano Dugcal for more than 40 years until his demise on April 2023. They were blessed with two beautiful and talented children, Valeriano III, a civil engineering graduate and Valerie Rose, a registered nurse.
She grew up in a household that puts a prime on achievement and credits her parents for firing up her determination to excel. Her elementary education was spent in Malinao Elementary School where she graduated class valedictorian in 1961. She completed her secondary education at St. Joseph’s Academy in 1965 and also graduated as class valedictorian. She took up Bachelor of Science in Education from West Visayas State University in Iloilo City and earned her degree in 1969. She also got a Certificate of Proficiency in Library Science from the same school. She took her post-graduate studies, Master of Arts in Education major in Administration and Supervision from Aklan College. The hard work, patience, and time devoted to her studies coupled with her talents and abilities made her graduate as Cum Laude.
Her Civil Service Eligibilities speaks for her qualification as an exceptional teacher. She passed the Teacher’s Exam and First Grade Qualifying, a Civil Service Eligibility for those who occupy positions within their respective fields of study.
She has extensive work experience as a public- school teacher. She started her career in the teaching profession in July 1969 at Kinalangay Viejo Elementary School and stayed there until 1975. The six fruitful years spent in her first assignment in Kinalangay Viejo Elementary School posed a lot of challenges. She has to walk on foot for two hours and has to cross the treacherous Malinao River which was always flooded before she can reach her station. Her good dancing skill was put to the test during mass demonstrations and barangay religious fiestas. The dance offerings that she choreographed gave immense pleasure to onlookers, especially during the coronation ceremonies of the fiesta queen. Her first teaching experience made her realize that every day is a learning experience for teachers as much as it is for the pupils.
She is in constant search of new things to do, new goals to achieve. She served as District Adult Education Coordinator from 1975-1977 when she was transferred to Malinao Elementary School. She was also the District CE/GMRC Coordinator from 1986-1995.Her designation as District English Coordinator in 1995-2005, was just fitting because of her amazing facility of the English language. As the English Coordinator, she was also the adviser of Better English Club and Young Writers’ Club which honed the pupils’ talent in writing and journalism.
Her leadership skill was evident from the onset of her teaching career. No wonder she was designated as Officer-In-Charge of Kinalangay Viejo Elementary School from 1972-1974. Due to her meticulous and systematic nature, the District Teacher- Clerk position was given to her from 1977-1985. Because of her love for teaching, she opted once again to be a classroom teacher in 1985. She became a Master Teacher I from 1988-1994. Because of her numerous achievements, she became Master Teacher II from 1994-2005. In 2006, she applied as Public Schools District Supervisor of the District of Malinao and she was chosen for the position because of her outstanding qualifications. She stayed in this position until her retirement in 2014.
Even if she has already retired from the service, she said she will continue to contribute to education and promote a better future for the children.

Historical
During her time as Public Schools District Supervisor, she has done a great deal of work to improve the quality of education in the District of Malinao. She was instrumental in the conversion of five primary schools to complete elementary schools in the district namely Osman Elementary School, San Dimas Elementary School, Dangcalan Elementary School, Cogon Elementary School, and Sugnod Elementary School. She was also the moving force in the conversion of two complete elementary schools into integrated schools namely Kinalangay Viejo Integrated School and San Roque Integrated School. She has revived the school paper of Malinao Elementary School, and renamed it to the MES Reporter during her time as District English Coordinator.
Social
Her contribution and accomplishments in the field of education continue to inspire teachers and school heads in the district. She has actively participated as a teacher- coordinator in different government projects like Clean and Green, Alay Tanim, Operation Timbang and many more. Her expertise in mentoring newly-hired teachers was also well-known in the district. As Public Schools District Supervisor, she was instrumental in the promotion of teachers and school heads in the district of Malinao. Being a member of the Local School Board, she lobbied for additional funding for the improvement of schools and the welfare of teachers in the district. She was the President of Malinao Teachers’ Association for many years.
She was an amazing demonstration teacher and resource speaker not only in the District of Malinao but also in the Division of Aklan. She has served as a coach of young writers who have brought pride and honor to the District of Malinao in district competitions up to the regional level and national levels. She has managed and conducted numerous in-service trainings and seminars during her time as Public Schools District Supervisor which greatly helped the teachers.
Spiritual
A devote Roman Catholic, Mrs. Roselyn I. Dugcal served as a model to people in the community being active in church activities and is a member of different religious organizations like the Daughters of Mary Immaculate, Ave Maria Circle, Children of Mary and a devotee of the Sacred Heart of Jesus.
