Biography
Concepcion Mijares-Toboso was born on the eighth of December 1946 and raised at Ondoy, Ibajay, Aklan by his father, Lucero Silva Mijares and mother, Prospera Cabales Mijares. She was born second out of the nine (9) siblings. Her father was a simple hard-working farmer, lawn cutter, and fish seller who did other odd jobs just to sustain the needs of his family. Her mother was a plain housewife who took care of them selflessly. Life was hard with them in many ways because they were poor, and her father had no permanent work.
Concepcion studied her elementary years in her hometown- at Ondoy Elementary School from 1953 up to 1959 and enrolled her secondary level in Melchor Memorial School Incorporated from 1959 up to 1963. Her father could not sustain for her tertiary education but because of her ambition, she persevered and asked help from her uncle who was Atty. Napoleon Mijares. Concepcion enrolled in West Visayas State College now West Visayas State University. She took up Bachelor of Science in Elementary Education from school year 1963 up to 1967. She really studied well because she did not want to fail his uncle who supported her schooling all through out. Among the nine Mijares siblings, only five of them finished college with the help of other relatives.
When Concepcion graduated in college, she was right away hired as public school teacher in Ibajay Central School in 1967. She took up Master of Arts in Education in Aklan College, now Aklan Catholic College and graduated Cum Laude in 1982. She was dedicated and passionate in her work as a teacher. She was also a subject coordinator in Science and a Girls Scout coordinator. She taught Mathematics and English and did other related work assigned to her. Mrs. Concepcion Mijares-Toboso was an outstanding teacher at her young age. She was one of the Trainer-Demonstration Teachers in Science in 1979. She also joined in the different contests and trainings in Elementary Mathematics under the sponsorship of the HERDIS Group of Industries and the Ministry of Education and Culture in 1980 and she was notable in the field of Mathematics in the district of Ibajay West. Also, she was one of the Outstanding Youth Science Researchers in 1984. Then another milestone came to her when she was promoted as Master Teacher I and then Master Teacher II before she transferred to Ondoy Elementary School in 1984.
As years go by, Concepcion was evocatively expressing her profession to the young learners of Ondoy Elementary School, the school she loved most, according to her. She won as coach in the Division Science Quiz Bee and even in the Regional Science Quiz Bee held in Talisay, Negros, Occidental in September 21-22, 1989. As a winning coach, she represented the region in the National Level Contest in November 6-10, 1989.
In 1990, she joined the search for Outstanding Teachers sponsored by Metrobank Foundation. The screening committee validated the credibility of all the contestants before accepting them as winners. Her husband, Juanito Absalon Toboso, who was also a teacher at that time, helped Concepcion in making all the necessary documents to be submitted to Metrobank Foundation. Without her knowledge, a group of individuals personally visited the school where she was teaching and interviewed selected personnel and other people in their barangay to wrap up the documents presented to the screening committee. And, in September she received a notice of announcement that she was one of the winners to be awarded as one of the Outstanding Teachers of the Year. They all cried out of joy and thanked God for the blessings. Together with her son and her husband, they went to Manila to receive her award. On September 28, she received the Most Outstanding Teacher Award from Metrobank Foundation for elementary level. She also received cash prize worth Php 30,000.00, and the school, Ondoy Elementary School received another cash prize worth Php 10, 000.00. The prize she received was used to develop the school ground and cemented the basketball court. The teaching personnel were very much thankful to her, and they were all joyous with the award that Mrs. Concepcion Mijares-Toboso received because it paved the way for the improvement of the school ground.
In 2004, Concepcion was promoted as Principal I at Agbago Elementary School. As school principal, she was very active and supportive to her teaching staff and even to the student teachers who undergone training in their school. According to her, “A teacher is always a teacher; wherever and whatever profession he/she professes, at heart, he/she remains a teacher”.
She retired in 2011 and became active in the service of the church.
After her retirement from DepEd, she involves herself in private school and is now serving at Melchor Memorial School Incorporated as treasurer from year 2014 up to present. She is also the present treasurer of Senior Citizens’ Association in Ondoy, Ibajay, Aklan.
With the dedication and commitment that Mrs. Concepcion Mijares-Toboso has manifested in all her tasks and duties; she is, indeed, a great teacher, a dedicated principal, and respected private individual in their community.
SIGNIFICANCE
Socioeconomic
On September 28, 1990, Mrs. Concepcion Cabales Mijares-Toboso was awarded as Metro Bank Foundation’s Outstanding Teacher in the elementary level. The reward money she received was used to cement the basketball court of Ondoy Elementary School. The teachers and faculty of the school were very proud and thankful to her because of the deeds she rendered. The basketball court has been in use from the time it was materialized until now. School children and even the citizens of the community utilize the facility.
Historical
She is the first Ibayhanon awarded as Outstanding Teacher in Elementary level sponsored by Metrobank Foundation. The awards she received made her more vigorous in the teaching profession, that is why she was also promoted as Principal I and transferred to Agbago Elementary School.
Spiritual
Mrs. Concepcion Cabales Mijares Toboso is a well spirited individual, she is active in religious activity until she retired and admired by some people in their community. There are also teachers and private individuals from their community who were passionately indulge in religious works and active in church activity.
