II. BIOGRAPHY
The late Hon. Alicia Z. Isagan is the daughter of former Mayor Enrico Z. Zonio and Mrs. Florinda I. Zonio, a retired teacher married to Mr. Ricardo R. Isagan, also a retired teacher. They were blessed with successful children namely; Michael Z. Isagan –Bachelor of Science in Agriculture (BSA), married to Dr. Luzviminda R. Isagan, retired Dentist, Division of Aklan. John Razie Z. Isagan- Bachelor of Science in Industrial Education (BSIE), retired Schools District Supervisor, District of Libacao, married to Mrs. Elena L. Isagan, Master Teacher I of Libacao National Forestry Vocational High School, Mr. Richard Z. Isagan- Bachelor of Science in Civil Engineering (BSCE) married to Mrs. Grace Tronco Isagan. Human Resource Officer, Mrs. Anna Liza Isagan Roldan- Bachelor of Science in Elementary Education (BSEED) married to Mr. Pio B. Roldan, Manager of Pair Industrial Technology. Nay Alice as she is fondly called by the many has gifted with grandchildren: Michael Peter-Computer Design System and Programming, Matt Alfel- Registered Nurse (RN), Mark Geoven-Hospital Nurse, Sorri Canada, Dr. Manrick John-General Dentist Orthodontics and Implant Dentistry, Patric Froilan- Registered Nurse (RN) Ruzzana Farrah- Registered Nurse (RN) Karlsruhe Germany, Florenz Chrystal-Bachelor of Science in Nursing (BSN).
She completed her Elementary Grades at Libacao Elementary from 1935 to 1941.She then continued her Secondary Education at Aklan Academy in 1946 to 1949 and graduated as Class Salutatorian. Her college education at Iloilo Normal School as Jr. Normal Graduate-1949-1951, She graduated at Northwestern Visayan Colleges-Bachelor of Secondary Education (Inverted) 1960-1964. A strong woman with great determination, she then enrolled her Graduate Studies at Aklan College taking up Master of Arts in Education, 1974-1980 and graduated as Cum Laude. She then passed the Civil Service Eligibility as Jr. Teacher Regular, Senior Teacher Regular, and First Grade (Unassembled).
Mrs. Alicia Z. Isagan started her career as Elementary Grade Teacher from August 1, 1951.Based on filed records, she had served the following schools; Rosal Primary School now Rosal Elementary School, Julita Elementary School, and Libacao Elementary School now Libacao Central Elementary School. It was July 15, 1977 when she was promoted as Elementary School Head of Calamcan Elementary School. On October 1, 1982, she was promoted as Principal I of Ortega Elementary School. She also received prestigious awards. Her achievements served as an inspiration to others. She believed that diligence is needed to achieve success in teaching profession. As an educator she rendered service with utmost dedication and commitment in molding the school children for almost 40 years. It was December 31, 1990 when she retired from Department of Education Culture and Sports (DECS).
After serving the Department of Education, she continued her service as a public official. She had served the municipality of Libacao from 1992-1995 as Senior SB Member and as a Municipal Vice Mayor from 1995-1998. During her term she attended several seminars and workshops, authored ordinances and sponsored scholarship to poor but deserving students and I am so proud to be one of the recipients. A Consultant of Roxas Memorial College of Arts and Trades – Libacao Extension (RMCAT- Libacao Extension) in the year 1999 and later years at Libacao College of Science and Technology (LCST). She adhered to the values as expected of her as a true blooded Libacaonon. She left the legacy of public service both as a teacher and as a public servant. A legacy that will last for generations.
The late Hon. Alicia Z. Isagan, an outstanding leader, a role model and the pride of the municipality of Libacao.
