On December 5, 2012, the Sangguniang Bayan of Batan passed Resolution No. 2012-82 , titled “A Resolution Authorizing the Municipal Mayor to transfer the Ownership to the Department of Education (DepEd) of Lots Declared in the name of the Municipality of Batan where Public Elementary Schools and High Schools are Located by Way of Donation for Educational Purposes”. Moreover, Sangguniang Bayan Resolution No. 2013-12 passed for the following reasons: (1) Because the majority of public elementary schools and high schools in the Municipality of Batan are located in lots declared in the name of the Municipal Government of Batan, the Sangguniang Bayan is giving the Local Chief Executive “blanket authority” to transfer ownership to the Department of Education by way of donating the lots she may deem worthy after proper assessment of the particular application. It is to avoid “meal piece” or repeated requests for authorization, a trait of trust and confidence of the present legislative department to the prerogative of the Local Executive as per request of a particular school. (2) Further, the Sangguniang Bayan is of the opinion that details of a particular lot to be donated by the Municipal Government of Batan to the Department of Education shall be specified in the Deed of Donation and not in a resolution. The Batan Elementary School is a public institution for formal education, K- 12 Basic Education Curriculum from Kingergarten to Grade 6 learners. It is presently located in the five-hectare site acquired in 1936 in Ambolong, Batan, Aklan.
NARRATIVE DESCRIPTION
In 1902, a few years after the Philippine Revolution ended, the first Americans arrived in Batan. They probably established a non-formal school where Nicolas Conti and Justo Abella were the first recruited teachers to teach English. In 1916, Batan Elementary School was founded and offered a primary grade level of education.
In 1920, the Philippine Educational System required girls in the 5th to 7th grades to devote 80 minutes per day to home economics activities. That could be attributed why in 1921, Don Rufino Sucgang, President Municipal of New Washington, Aklan, effected the establishment of the first intermediate classes and the organization of a complete Batan Elementary School.
On March 26, 1936 Mr. Victor Parco sold to the Municipality of Batan, Capiz, now the Province of Aklan, a parcel of land for school purposes with buildings and improvements thereon with an assessed value of three hundred pesos. The said land parcel consists of 5,000 square meters of coconut land and 10,000 square meters of swampy land or a total of 15,000 square meters, together with the improvements thereon, declared under Tax No. 2151 of the municipality of Batan. The area was bounded on the North by Ramon Hontiveros’ property on the East by the old Batan-Altavas road, on the South by the land of Roman Sucgang and on the West by the Dumaguit Bay.
In October 1943, the Japanese forces landed in Batan. The school was closed and had been a silent witness of the fateful days called “Juez de Cutchillo”.
In 1945, peace returned to Batan when the Japanese Imperial Forces surrendered to the Americans and Batan Elementary School revived the offering of education to post-war learners.
In an affidavit executed by Mrs. Patria R. Regalado, during the Batan Cadastral Survey sometime in 1962, she was the one who supervised the putting up of concrete monuments. And as a result of the cadastral survey, a sketch was made thereby designating the whole school grounds as a Lot No. 1554 of the Batan Cadastre. Further, the same area covered by Lot No. 1554 is the entire ground occupied and possessed by the school authorities. A small fishpond on the southern side of the school ground serves as boundary between the Maravilla’s land and the school. The fishpond was built as part of the Intermediate Class Project. Mrs. Patria R. Regalado began teaching at Batan Elementary School in 1946 until she retired in 1972.

The school has a monthly mass where the pupils serve as choir, mass servers to help develop their spirituality.
ASSESSMENT OF THE INSTITUTION
A. CONDITION/STATUS OF THE INSTITUTION
The school buildings in Batan Elementary School are in good condition for learning. Some building especially the Marcos Building is subject for demolition and replacement. The alumna of Batan Elementary School pledge/donate help for the improvement of some school facilities for the need of the learners. The school has a concrete pathways, in going to every school building for learners accessibility especially during rainy days. School concrete perimeter fence is not yet complete and the supply for water facilities needs improvement.
B. CONSTRAINTS/ THREATS/ ISSUES/ CHALLENGES:
For long years, Batan Elementary School needs replacement for the Marcos Building from the Central Office. The Batan Elementary School Library also needs improvement ( like reading materials, books, electric fans, table and chairs, bookshelves) in order that the learners can research and study well during vacant time. The school site is also prone of floods due to heavy rain and during high tide (back part of school site is along the shoreline), so the drainage is a big problem in school.
One of the Gabaldon Building underwent repairs and renovations after the devastation of natural calamities: typhoon Undang in 1984, an intensity 6 earthquake in 1990, typhoon Frank in 2008 and typhoon Yolanda in 2013. In several instances, it also serves as one of the evacuation center in the community during those strong typhoons. Yet, the school building’s unique infrastructure has been well preserved with its distinctly featured elevated flooring, capiz-shelled windows with wooden frames, and high ceilings, among other unique characteristics.
C. MEASURES AND DESCRIPTION OF SAFEGUARDING MEASURES TAKEN:
In 1989, the Department of Environment and Natural Resources, Office of the Regional Technical Director, Land Management Sector, Region VI, Iloilo City ascertained that through survey records that Batan Elementary School used the designated Lot No. 1554 of the Cadastral Survey of Batan. It shows that Lot 1554 was surveyed in the name of the Bureau of Public Schools with an area of 51, 889 square meter as surveyed.
(3) Finally, in order for the barangays to receive much-needed financial assistance from Kapit-Bisig Laban sa Kahirapan-Comprehensive and Integrated Delivery of Social Services( KALAHI-CIDDS),a national government program, the municipality government of Batan must donate lots to the Department of Education, where public elementary and high schools are situated.
