Garcia, Sr. is the son and legal heir of Roselo Garcia, known as Maestro Seloy, who donated the first piece of land measuring 5,278 square meters located at Laguinbanua East, Numancia, Aklan for Laguinbanua Elementary School, formerly the Laguinbanua Primary School, now Laguinbanua integrated School.
Mr. Garcia was born in Barangay Iling, San Jose, Mindoro on May 20, 1907. He married Magdalena Leyson Villanueva of Barangay Bubog, Numancia, Aklan, and they had six children namely, Arnaldo V. Garcia, Romulo V. Garcia, Bernardino V. Garcia Jr., Eliodoro V. Garcia, Minviluz V. Garcia-Hiatt, and Milagros V. Garcia-Sinco. He was the first Associate in Sanitary Science to graduate from the Northwestern Visayan Colleges (NVC) in 1964. Afterward, he served as the Provincial Sanitary Inspector assigned in the Municipality of Kalibo and was then instrumental in opening the college course.
