'''Dr. Constancio Irao Constantino’s''' life journey is a well-lived one. Born to  Jose Nadal Constantino and Florencia Catonog Irao, he has 6 other siblings.

He spent his elementary years at Numancia Elementary  School, Numancia, Aklan.  His secondary education and  Liberal Arts Courses were earned at Columbia University (now University of Portland), Oregon, in 1930 and 1931, respectively. Having started his career as a classroom teacher in 1932-33 at Tangalan Elementary School, Tangalan, Aklan, he soon broadened his skills in teaching by earning an Elementary Teacher’s Certificate at the National University in Manila in 1935. Still, with teaching in his mindset, he served his Alma Mater from 1936 to 1939.

Favorable times made him leave Panay Island and settle in Dumaguete City, where he served as the Dean of the Guy Hall at the Silliman University in 1940-1941. While in the same institution, he finished a Bachelor of Science in Education for English and History in 1942. He continued to pursue higher education by earning a Master’s Degree in Education at Sagrado Corazon de Jesus. He became a Cum Laude while serving as an Educational Director of the Philippine College of Industries in Iloilo City from 1949 to 1950. His Doctor of Education degree in Administration and Supervision was obtained in  1971 at Centro Escolar University, Manila. The years 1950 to 1951 were dedicated to his being the Dean of Studies at Madyaas Institute in his hometown.

After his stint in politics as Municipal Mayor of Numancia from 1951 to 1955, he returned to his first love. At this juncture, he served as the Academic Dean of the Far East Military Academy  in Quezon City from 1955 to 1957. Strong winds pushed him to reach the Zamboanga  Peninsula as he soon became the Dean of the College of Education of the Southern City Colleges in Zamboanga City from 1967 to 1968. Home is beaconing him and in the years 1968 to 1970, he was the Dean of the College of Education of Aklan College and  Dean and Professor of the Graduate School from 1968 to 1989 of the same institution. He also acted as the Dean of Studies of the Sto. Niño Seminary in Numancia Aklan from 1982 to 1983.  When the University of San Agustin established an extension center for a  Doctorate in Philosophy in Kalibo, Aklan, he served as its Program Director.

When politics interred in Dr. Constantino’s teaching travelogue,  he served as the Municipal Mayor of Numancia, Aklan, from 1951 to 1955.  From 1972 to 1986, he became a Board Member of Aklan.

He was married to '''Rosario  Macavinta Tagala''', and eventually, they were blessed with several children. He remarried Dr. Concepcion Pelayo Constantino, who became the School Principal of the Regional Science High School for Region  VI and former  Assistant Schools Division Superintendent of Aklan.

Dr. Constantino’s most remarkable legacy is in the field of education.  Advocating that education is the best investment for future generations. He has endeavored to establish several educational institutions in his lifetime. First of this is his brainchild--- Aklan Development High School (ADHS), which later on became the Science Development High School (SDHS),  a school which he would like to pattern after the Manila Science School. He conceived this school as a unique provincial high school intended for the province's intellectually gifted and science-mathematics-oriented youth, offering a Special Science  Secondary Education Curriculum with selective admission and retention requirements for students. This was made possible when he was the Chairman of the Committee on Education and Culture of the Sangguniang Panlalawigan of the Province of Aklan in 1979.

Equally supportive of this idea was then Governor Roberto Q. Garcia, who issued Executive Order No.22, s. 1979, creating a steering committee to study and work for establishing the said high school. The created Committee dutifully worked to realize this dream, and during the 45th regular session of the Sangguniang Panlalawigan, the body approved Resolution No. 178, s. 1979 on December 7, 1979, bringing forth the birth of ADHS. Despite its humble beginnings in 1980, the school, through the years, has achieved recognition not only in the province. With such a distinction of producing achievers, the school became the Regional Science High School for Region VI (RSHS VI) in 2000. To this date, ADSH/SDHSA/ SDNHS/RSHS VI is the most sought-after secondary high school in the province and even among some of its neighboring provinces and continues to bring honor and pride to Aklan. Needless to say, young, mentally gifted Aklanons need no longer spend much nor leave Aklan to obtain quality education previously offered elsewhere.

For the very young ones, he established the St. Joseph Parochial Learning Center, a hub found inside the compound of the St. Joseph the Worker Parish Church in Numancia, Aklan, in 1986. He was also co-founder of the Conperey  Integrated Learning School, a private school located in  Caticlan, Malay, Aklan.  Conperey stands for  Constantino (Dr. Constantino), Pelayo (Dr. Concepcion Pelayo-Constantino, Dr. Constantino’s wife), and  Rey (spouses Mr. Arolf and Mrs. Lillian Rey) as founders.

When politics interred in Dr. Constantino’s teaching travelogue, he served as the Municipal Mayor of Numancia, Aklan, from 1951 to 1955. From 1972 to 1986, he became a Board Member of Aklan.

He was married to Rosario Macavinta Tagala, and eventually, they were blessed with several children. He remarried Dr. Concepcion Pelayo Constantino, who became the School Principal of the Regional Science High School for Region VI and former Assistant Schools Division Superintendent of Aklan.

Dr. Constantino’s most remarkable legacy is in the field of education. Advocating that education is the best investment for future generations. He has endeavored to establish several educational institutions in his lifetime. First of this is his brainchild--- Aklan Development High School (ADHS), which later on became the Science Development High School (SDHS), a school which he would like to pattern after the Manila Science School. He conceived this school as a unique provincial high school intended for the province's intellectually gifted and science-mathematics-oriented youth, offering a Special Science Secondary Education Curriculum with selective admission and retention requirements for students. This was made possible when he was the Chairman of the Committee on Education and Culture of the Sangguniang Panlalawigan of the Province of Aklan in 1979.

Equally supportive of this idea was then Governor Roberto Q. Garcia, who issued Executive Order No.22, s. 1979, creating a steering committee to study and work for establishing the said high school. The created Committee dutifully worked to realize this dream, and during the 45th regular session of the Sangguniang Panlalawigan, the body approved Resolution No. 178, s. 1979 on December 7, 1979, bringing forth the birth of ADHS. Despite its humble beginnings in 1980, the school, through the years, has achieved recognition not only in the province. With such a distinction of producing achievers, the school became the Regional Science High School for Region VI (RSHS VI) in 2000. To this date, ADSH/SDHSA/ SDNHS/RSHS VI is the most sought-after secondary high school in the province and even among some of its neighboring provinces and continues to bring honor and pride to Aklan. Needless to say, young, mentally gifted Aklanons need no longer spend much nor leave Aklan to obtain quality education previously offered elsewhere.

For the very young ones, he established the St. Joseph Parochial Learning Center, a hub found inside the compound of the St. Joseph the Worker Parish Church in Numancia, Aklan, in 1986. He was also co-founder of the Conperey Integrated Learning School, a private school located in Caticlan, Malay, Aklan. Conperey stands for Constantino (Dr. Constantino), Pelayo (Dr. Concepcion Pelayo-Constantino, Dr. Constantino’s wife), and Rey (spouses Mr. Arolf and Mrs. Lillian Rey) as founders.

The prime years of Dr. Constantino’s life are devoted to public service. His legacy in education is truly a good investment as it has and continues to pave a better future for the Aklanons and the Filipinos in general.

Social

As an educator, Dr. Constancio I. Constantino has contributed exceptionally to the literacy of many Kalibonhons. His tenure with Aklan Catholic College, Regional Science High School for Region VI, and other schools has produced many local graduates who have been successful in different fields of profession locally and internationally.

Though he graduated from Columbia University in the U.S.A., he chose to practice his profession in the Philippines, particularly in the province of Aklan, to help alleviate and improve the standard of education in the province.

Political

Dr. Constancio I. Constantino displayed exemplary leadership as Mayor of the Municipality of Numancia, from 1951 to 1955 and as Sangguniang Panlalawigan member of Aklan for 14 years from 1972 to 1986, leading different socio-civic organizations in the province.

In 1979, as Chairman of the Committee of Education and Culture, he passed Resolution No. 178, s. 1979-creating Aklan Development High School, now Regional Science High School for Region VI, where he eventually became the first school director of the institution.

Historical

Through his leadership and vision, the Science Development High School of Aklan (now Regional Science High School for Region VI) was established for gifted Aklanon students from its foundation in 1980 and expanded region wide since its inception as Regional Science High School for Region VI in 1999. The institution remains as science-based curriculum high school for Region VI.

Spiritual

Dr. Constantino participated in initiating various programs and activities of the church in uplifting the religious development of many Kalibonhons and Aklanons.
