Biography
Bernardino D. Garcia, Sr. is the son and legal heir of Roselo Garcia, known as Maestro Seloy, who donated the first piece of land measuring 5,278 square meters located at Laguinbanua East, Numancia, Aklan for Laguinbanua Elementary School, formerly the Laguinbanua Primary School, now Laguinbanua integrated School.
Mr. Garcia was born in Barangay Iling, San Jose, Mindoro on May 20, 1907. He married Magdalena Leyson Villanueva of Barangay Bubog, Numancia, Aklan, and they had six children namely, Arnaldo V. Garcia, Romulo V. Garcia, Bernardino V. Garcia Jr., Eliodoro V. Garcia, Minviluz V. Garcia-Hiatt, and Milagros V. Garcia-Sinco. He was the first Associate in Sanitary Science to graduate from the Northwestern Visayan Colleges (NVC) in 1964. Afterward, he served as the Provincial Sanitary Inspector assigned in the Municipality of Kalibo and was then instrumental in opening the college course.
He served as councilor and Vice Mayor of the Municipality of Numancia, Capiz from 1957-1966 respectively.
He also received an award as a Sanitary Inspector of the Municipality of Kalibo in his early 40s.

Historical
Bernardino Daniel Garcia, Sr., studied his primary grades at Laguinbanwa Primary School and then graduated Associate in Sanitary Science at Northwestern Visayan Colleges (NVC). He then serves as the Provincial Sanitary Inspector in Municipality of Kalibo. From the 1950s, he served as councilor and vice mayor of the Municipality of Numancia as narrated by his daughter, Minvilux Villanueva Garcia-Hiatt.
Social
Due to his passion for education and strong love for their young people. Mr. Garcia, Sr. and his family donated a portion of land where the Laguinbaua Primary School was established on June 12, 1918.
