Labindao was the first lady mayor of Buruanga.  Bringing her life experiences, she rose from a typical classroom teacher and blossomed into an outstanding leader. During her term, significant changes in infrastructures were put in place, thereby, transforming the municipality. Ultimately, her dedication and sincere service to the Buruanganons, paved the way for her 9-year maximum stint as local chief executive.

Concepcion P. Labindao was the youngest of the five children of Isidro Jara Dela Peña, Sr. and Rosario Salibio Casuncad. She grew up being nicknamed “Inday”, which has now become a trademark moniker for her.

She completed her elementary at Buruanga Elementary School and high school at Buruanga Vocational School. She earned her Bachelor of Science in Industrial Education (BSIE), Cum Laude in 1986 at Western Visayas College of Science and Technology, now, named Iloilo Science and Technology University (ISAT U).
