As the days progress, the institution suffers the strong hold of modern tools and equipment needed to upgrade the modern style for the different specializations. The comfort rooms of a long time ago needed to be repaired and totally constructed with tiles and modern water facilities. Classrooms destroyed by natural disasters must also have sturdy roofing that can withstand severe winds and shifting weather. The institution's perimeter was incomplete, allowing pupils to evade their academic responsibilities and force themselves into juvenile delinquency, which became a serious issue for the school.

Narrative Description


Way back when the ground was then a forest with hills and olden dialect, the school was drawn from the lofty ideals and aspirations of Malinaonons. The dream was nearly realized.

The Malinao School for Philippine Craftsmen (MSPC) is one of the 6 Technical Vocational Schools in the Province of Aklan and one among the 3 home industries schools in the whole region. It was created by virtue of Republic Act 4317 authored by the late Congressman Godofredo P. Ramos. It was enacted and approved by the Senate and the House of Representatives of the Philippine Congress on June 19, 1965 with the following objectives: (1) to promote and develop home industries by offering complete secondary home industries curriculum; and (2) to offer non-formal and short-term courses to out-of-school youths and adults.

MSPC is geographically located in the hillside of Barangay Biga-a, in the significant landmark of Malinao popularly known as Dagongdongan. However, it is interesting to note that in Republic Act 4317 which created this school, it did not mention of a specific address. Republic Act 4317 merely states: An Act Establishing a School for Philippine Craftsmen in Malinao, Aklan and Authorizing the Appropriation of Funds Therefore. Likewise, in all succeeding General Appropriation Acts which provide funds for the school's maintenance and operation, MSPC has again no specific address, it is only Malinao School for Philippine Craftsmen, Malinao, Aklan.

However, it was only on May 5, 1975 that the school formally started its operations through the joint efforts of Mr. Conrado de los Reyes, the Chief of the Home Industries Division of the Bureau of Public Schools and the Municipality of Malinao, under the leadership of then Mayor Nilo I. Ituriaga.

When the school officially opened in School Year 1975-1976, it had an initial enrolment of 328 students for the first- and second-year levels, with a corresponding initial appropriation of merely Php 50,000 out of the Php 300,000 specified in Republic Act 4317. To man the school's operations, MSPC had 18 pioneering teachers and employees under the leadership of Mr. Abelardo C Bulaclac, Supervisor-in-Charge. To start up, the school held office at the Municipal Hall while classes were held in vacant stalls of the public market and in some private homes. However, in August 1975, classes were transferred to the present school site after the newly constructed temporary building was ready for occupancy. The school's location is the former site of the unused Anti-Tuberculosis Pavilion, the ownership of the site and building was transferred without cost to the school by the Malinao Municipal Government.

MSPC initially occupied an area of 1.3 hectares donated by generous and benevolent Malinaonons namely: (1) Mrs. Estrella Yarra-Regno and Mr. Jose R. Regno -12, 296 sq.m.; (2) Judge Sancho Y. Inserto and Mrs. Lourdes M. Inserto - 1,413 sq.m.; and (3) Mr. Dominador Ilio, Sr. & Mrs. Clotilde Yerro-Ilio together with Mr. Manuel Igtanloc, Sr. & Mrs. Felicitas Laurente-Igtanloc who donated the road right of way leading to the school site

Later, the school site has widened in Calendar Year 1999 when the school was able to purchase additional 912 sq.m. out of its allocation from Land and Improvements Outlay. At present, MSPC's school site has already a total area of 14,621 sq.m.

In school year 1976-1977, the school acquired from the Bureau of Public Works a permanent two-story Academic building and in 1982, four rooms were added to that existing building. In 1984, a permanent two-story shop building was constructed and in 1989, more appropriations for capital outlay paved the way for the construction of the Science and Mathematics Building, the completion of the Home Economics building and the renovation of the Administration building to house the former School Library and the existing Office of the School Principal.

In the past, MSPC was directly under the supervision of the Regional Office hence, all communications, reports, budget proposals and even appointments of school personnel were directly submitted to DepEd, DBM and CSC Regional Offices in Iloilo City for appropriate action and/or approval.

In school year 1985-1986, it offered the Post-Secondary Department under the supervision of the TESDA. Two-year trade-technical courses were offered such as Technical Drafting, Food Technology, Garment Trades, Automotive Technology and Civil Technology.

When the new millennium ushered in, MSPC's curriculum was slowly transformed from the Home Industries curriculum to the General Secondary Curriculum. And finally, on August 2003, MSPC was placed under the direct supervision of the Division Superintendent of Aklan and later on, under the Malinao District Office.

More buildings were constructed with MSPC's transformation. The first phase of the MSPC covered court and cultural stage was funded out of donations and solicitations. Later on, the second phase was made possible thru the funds coming from the Aklan Provincial Government. More building infrastructures followed in the succeeding years. Like the construction of the Cookery building.

All of these improvements were made possible through the concerted efforts and effective management of the past and present school heads namely: (1) Mr. Teodoro B. Alenton; (2) Mr. Gregorio B. Dolfo; (3) Mr. Hector I. Igoy; (4) Mrs. Amparo I. Ilejay; (5) Mrs. Richelda L. Cortes; (6) Mrs. Ma. Cherie L. De la Cruz; (7) Mrs. Isabelita A. Igharas; and (8) Mrs. Jocelyn N. Nillasca, the present incumbent and of course with the support of the following personnel who ably and untiringly served as Officers-in-Charge: (1) Mr. Abelardo C. Bulaclac; (2) Mr. Primo C. Cababasay; (3) Mrs. Elisea I. Duran; (4) Mr. Emmanuel U. Autencio ; and the latest is (5) Engr. Maribel I. Palomo who served for a term of 2 long years.

Now, Malinao School for Philippine Craftsmen was listed as one of the six Technical-Vocational schools in the Division of Aklan. It has a total of 70 competent and hardworking teaching and non-teaching staffs, 53 teaching and 17 non-teaching. DepEd Order No. 37 s. 2007 mandated the school to implement the Strengthened Technical-Vocational Education Program – Competency Based Curriculum (STVEP—CBC). Through this, the school caters not only the basic education of the students but also provide them with the right knowledge, lifelong skills, and attitude in order to prepare them to become caring, self-reliant, productive, and patriotic citizens of the country.

Description of Significant Milestones

As the school progresses to navigate through uncharted waters, Malinao School for Philippine Craftsmen continues to provide quality education to students to achieve excellence academically and vocationally.

Even a pandemic that has had a significant impact on school and learning worldwide did not hinder to ensure continuity of learning. It has forced schools to adapt to new forms of learning and communication. However, it cannot fully replicate the social and emotional benefits of in-person interaction.

Just as the schools opted to implement modular distance learning, MSPC did not settle. Driven with the passion to provide quality education and strong collaboration of its teaching and non-teaching personnel with other stakeholders, the school completed and adhered to all the needed requirements.

MPCS made history as the first secondary school in Aklan to implement face-to-face classes. MSPC bagged 2nd Place during the 2020 Brigada Eskwela Best Implementing Schools. The school was awarded 3 stars during the School Based Management-Wash In School (SBM-WinS) from school year 2018-2022. It has produced alumni who became active and dedicated school leaders namely: (1) Dr. Jude Thaddeus I. Iledan, Chief Education Supervisor Quality Assurance Division, Regional Office VI; (2) Mr. Charlie I. Ureta, Officer-in-Charge, Education Program Supervisor for School Governance and Operations Division; (3) Mrs. Marivic I. Tolentino, Education Program Supervisor of Technology and Livelihood Education/Technical Vocational Education; (4) Dr. Rita Hilda T. Feliciano, School Principal II of SRIS; (5) Mr. Jemar V. Isturis, School Principal II of LIS; (6) Mr. Chris F. Laurdaus, School Principal II of CES and QTTES; (7) Dr. Maricris I. Villaruel, Head Teacher I of KVIS; (8) Mrs. Arjienila I. Aesthetic – MSPC is geographically located in the hillside of Barangay Biga-a, in the significant landmark of Malinao popularly known as Dagongdongan. The school is surrounded of trees and flowering plants that give shades, fresh air and add to the beauty of the school.

Spiritual – Malinao School for Philippine Craftsmen is actively participating in some activities conducted by the church of Malinao. It sponsors masses and offers mass once every month in the school.

Historical – Malinao School for Philippine Craftsmen made history as the first secondary school in Aklan to implement face-to-face classes.

Social – Malinao School for Philippine Craftsmen has established harmonious relationship with its stakeholders and LGU that whenever the school has activities everyone is ready and willing to help and extend their support for the success of the activities like Brigada Eskwela, Scouting, Journalism Workshop and Alumni Homecoming.

Political – The faculty and staff of the school served as election officers during election period. The school serves as a training ground for the future leaders and develop the leadership skills of every learner through Supreme Student Learners Government (SSLG), the highest student governing body.

Condition/Status of the Institution

Throughout the years, the Malinao School for Philippine Craftsmen has proven its quality education through the outstanding accomplishments of its alumni exhibited in different fields of profession. The alumni, whose efforts to pay forward to the next generation of Artisanos are presently being enjoyed in the school through generous donations. In the year 2021, an estimated amount of P 250, 000.00 was accumulated through, Project TAYO, ARTISANO! This project sought the purchase of photocopiers for the benefit of teachers in their reproduction and distribution of modules during the implementation of Modular Learning Modality in the school in the year 2021-2022. The school deeply values and acknowledges these significant contributions and are being communicated to the present learners of the school hence, they know the wide range of opportunities that may come their way if they continue to pursue higher education and finish their studies.

The school focuses on its goal of preparing students for high school and beyond. In the demands of today, a high school diploma is not enough. Students need to leave high school with the knowledge and skills to go on to career training, college, or living wage jobs. And the only way to be able to get there is if the school and community commit to helping each other to reach a common goal that will empower every student to strive to learn at high levels.
