II. BIOGRAPHY

          Mrs. Wenefreda Ureta Taran was born on June 15, 1948 in Joyao-Joyao, Numancia Aklan. She attended Bugasongan Primary School from Grade 1 through Grade 4 (1953–1956) then transferred to Numancia Elementary School for Grades 5–6 in (1956–1960). She attended high school at Madyaas Institute (1961 – 1965). She completed her Bachelor of Science in Elementary Education major in Home Economics at Northwestern Visayan Colleges and graduated in 1970. After passing the Board Examination for Teachers (BET) in 1978. She completed her academic requirements for the Master of Arts in Educational Management at Northwestern Visayan Colleges. Married to Rodulfo Macahito Taran, a former barangay captain of Bugasongan and current Sangguniang Bayan Member of the Municipality of Lezo. They were blessed with seven children namely; Denny, Redentor, a former barangay captain of Bugasongan and member of the Sangguniang Bayan of Lezo (deceased), Realyn, Raquel, Dowen, Ryan, and Rogen. 
        She started working as a substitute teacher at Malay Elementary School on September 2, 1975, with a provisional status lasting until March 20, 1976. From September 1, 1976, to April 1, 1978, at Liloan Elementary School, then from August 31 to September 29, 1978, at Lezo Elementary School. From February 1 to April 1, 1979, at Ibao Elementary School. She started working as a permanent teacher on July 2, 1980, and she remained in Agcawilan Silakat Nonok Elementary School until February 28, 1981. She attended Ibao Elementary School till September 30, 1987, after which she transferred. She also worked as Teacher III at Bugasongan Elementary School from October 1, 1987, to October 31, 1997, at Bugasongan Elementary School, she was appointed Teacher-In-Charge from November 1, 1997, until March 18, 1998. From March 19, 1998, to March 19, 2007, Mrs. Taran was transferred once more, this time to Ibao Elementary School, where she was promoted to Head Teacher III. She transferred once again to Bugasongan Elementary School as Head Teacher III from March 20, 2007, till December 31, 2011, and she retired on January 1, 2012, after serving for nine years at Ibao Elementary School. She currently serves as the president of both the Federation Senior Citizen Association of the Philippines (FSCAP) and the Bugasongan Senior Citizen Association.
        Mrs. Wenefreda Ureta Taran was the teacher-in-charge of the Bugasongan Primary School at Bugasongan, Lezo, Aklan from Grade 1 up to Grade 4 in 1987 with eight pupils and two teachers only, namely; Mrs. Teresa B. Pamatian and Mrs. Elena Luces. She campaigned door to door to encourage pupils in order to improve the school and complete the elementary program. The Bugasongan Primary School was transformed into the Bugasongan Elementary School under Mrs. Taran's supervision.
        She noticed a problem with the school's Declaration of Real Property. The site is owned by the Municipality of Lezo, not the Bugasongan Primary School. The late Eduarda Ituriaga Nadura farmed Lot 3078-27 and the vicinity for a period of years, raising various sorts of vegetables there because it had not yet been converted into a rice field. During the leadership of Mrs. Taran, she discovered that Lot 3078-27 of the Lezo Cadastre was a portion of the school site of Bugasongan Elementary School (Bugasongan Primary School) in Bugasongan, Lezo, Aklan and that it has a total area of 10, 589 square meters.  According to the Affidavit of Lucifino S. Avila, 76 years old during that time and a resident of Aguila, Numancia, Aklan, and the son of the late Vicente Ferrer Avila that his father was then the owner of a rice land situated in Bugasongan, Lezo, Aklan as evidenced by Tax Declaration No. 4711 of which he was the administrator as declared in said Tax Declaration No. 4711. According to him, as an administrator of the said land, he knew for a fact that his late father Vicente Avila had ceded to the Municipality of Lezo a portion of the land described in Tax Declaration No. 4711 purposely for the school site. She signed an affidavit to confirm her ownership of the property and previous control of the Bugasongan Primary School, which has been located in Bugasongan, Lezo, Aklan, for more than 40 years. Some individuals, particularly those in the school's vicinity, became irate with Mrs. Taran because of the arguments surrounding this property.
        After all, she found a solution to the lot issue, which was then transferred to Bugasongan Elementary School. With Mrs. Wenefreda Ureta Taran's assistance, they are now able to enjoy this land by planting and harvesting rice as a source of revenue for their school.

III. SIGNIFICANCE

HISTORICAL

       Mrs. Wenefreda Ureta Taran was the only person who initiated in making the Bugasongan Primary School become a complete elementary and now Bugasongan Elementary School. She fought this lot number 3078-27 intended for the school site without any compensation. The residents of Bugasongan, particularly the teaching staff and students of Bugasongan Elementary School, find it very significant to know the school's history and the total land area.

SOCIO ECONOMIC

       According to the Declaration of Property, the Municipality of Lezo, where the Bugasongan Primary School and current Bugasongan Elementary School are located, was the owner of Lot Number 3078-27, which was turned into rice field. It is quite advantageous to have a source of cash that the school can use to expand.
