He was born in Buruanga, Aklan, on August 14, 1958 to Mr. Felizardo Iguiron Oquendo, Sr. and Mrs. Marenciana Sualog Lumbo Oquendo. He is the sixth child of the seven siblings. He completed his elementary grades at Buruanga Elementary School, and at Buruanga Vocational School for his high school. From kindergarten to high school, he consistently received honors. He graduated from Northwestern Visayan Colleges with a Bachelor of Science in Agriculture, majoring in Agronomy, with honors. He likewise completed his other education-related coursework in the said institution. He graduated from Northwestern Visayan Colleges with an MA in Education with a concentration in Educational Management, Cum Laude. Additionally, he holds 45 Ph. D. units from Aklan State University's Banga Campus in Banga, Aklan.

Mr. Oquendo is married to Benita F. Oquendo, who has retired as a Master Teacher II of Buruanga Elementary School. Ellyn Joy Oquendo-Taňega, their daughter is a West Visayas State University elementary education graduate from La Paz, Iloilo City. She currently is a Grade III Teacher at Buruanga Elementary School.

After beginning his professional career as a classroom teacher, Mr. Oquendo advanced through the ranks to become a head teacher, principal, and finally the public schools district supervisor for the District of Buruanga. For outstanding leadership and accomplishment in the field of education, he has received numerous plaques and certificates of recognition.

His multidisciplinary skills include sports, scouting, recycling, and practical arts. He excels at structuring, utilizing, and designing classrooms as well as schoolyard gardening and plant growth. He has worked as a trainer, coach, and moderator for school and community sports events.

As District Boy Scout Coordinator from 1983-1996, Mr. Oquendo trained scouts to participate in local, provincial, regional and national jamborees.

As a President, Buruanga Teachers League from 1987 – 1996, he assisted in the creation of the organization's Constitution and By-Laws and developed the school's Action Plans, Calendar of Activities, and First Initiatives with input from parents, teachers, and stakeholders.

*Concreting of National Road from and to neighboring towns and province as well as all roads from Poblacion to the 14 barangays.

<h2>III. SIGNIFICANCE </h2>

Historical
 She was the first elected lady Mayor of Buruanga.
Through her initiative, Buruanga was recognized as the first smoke-free municipality in Aklan and had received the Red Orchid Hall of Fame Award from the Department of Health.

Aesthetic
 Mayor Ladindao conceptualized the Panagat Festival of Buruanga. It is a thanksgiving festival in honor of Nuestra Señora de Salvacion for the bounty blessings from the sea, which is a weeklong celebration highlighted by street dancing clad in colorful costumes and fishing paraphernalia with participants coming from the 15 barangays. A float parade of sea creatures like different species of fish, jellies, sea horses and others serve as everyone’s theme. A mass presentation at the municipal stadium culminates the affair.
 She was responsible for the beautification of Municipal Plaza by landscaping, repainting and constructing a fountain unto it.
Social
 Developed linkages with local, provincial and national agencies and leaders, Non-Government Organizations (NGO) and private sector as partners for local development.
Socioeconomic
Eleven years as a teacher at Buruanga Vocational School, teaching vocational subjects in sewing and handicrafts-making, has given students the opportunity to utilize their skills in improving their lives by generating income for their daily living. As adviser of Future Agricultural Homemakers of the Phil (FAHP) and the Vocational Leaders of the Phil (VLP), she had assisted student leaders/contestants in dressmaking, dish garden arrangement, and other skills contest that brought honor to the school after representing the province of Aklan in the Regional Level up to the National Level and bagged some awards.
She has introduced significant changes and infrastructure development in the municipality like the following:

*Concreting of National Road from and to neighboring towns and province as well as all roads from Poblacion to the 14 barangays.
*Construction of new municipal building, public market, local shipping port, social hall, bridges, barangay healthcare clinics and barangay halls.
*Promoted and supported local tourism that made Buruanga’s tourist spots known to local and international guests like the Hinugtan White Beach, Ariel’s Point, Tuburan Cove, Hacienda Maria, Sapsapon Cave, Nasog Beach, Talisay Beach, Tuburan Baybay, Ignito Cave, Bel-is Cove, Sabang Cave and Tigis Falls.
*Provided livelihood projects to Buruanganons; Poultry Raising, Piggery Raising, Food on Cart, Fishing Equipment, Farming and Agricultural livelihood, Coconut Farming, Bread & Pastry and Beauty Care
Spiritual
Mayor Concepcion P. Labindao is also a member of Daughters of Mary Immaculate and supports the programs and activities of the religious groups.

<h2>II. BIOGRAPHY</h2>
Concepcion P. Labindao was the youngest of the five children of Isidro Jara Dela Peña, Sr. and Rosario Salibio Casuncad. She grew up being nicknamed “Inday”, which has now become a trademark moniker for her.
She completed her elementary at Buruanga Elementary School and high school at Buruanga Vocational School. She earned her Bachelor of Science in Industrial Education (BSIE), Cum Laude in 1986 at Western Visayas College of Science and Technology, now, named Iloilo Science and Technology University (ISAT U).
She passed the Civil Service Sub Professional Examination and the Professional Board Examination for Teachers in the same year she graduated. She began her service as a secondary teacher in 1987 at Buruanga Vocational School, where she taught for 11 years before entering politics in 1998.
 Labindao was the first lady mayor of Buruanga. Bringing her life experiences, she rose from a typical classroom teacher and blossomed into an outstanding leader. During her term, significant changes in infrastructures were put in place, thereby, transforming the municipality. Ultimately, her dedication and sincere service to the Buruanganons, paved the way for her 9-year maximum stint as local chief executive.
